CAEP Program Implementation
The Best Alternative specializes in helping CAEP consortia and member organizations maximize the use of state CAEP funds to implement high-quality programs that meet the diverse needs of adult learners. Compliance with guidelines for state CAEP funding and federal WIOA Title II funding is complex and daunting. Our consultants have tremendous experience helping consortia and members to not only comply with state and federal guidelines, but to deliver excellent, impactful educational experiences to students.
Our consultants have tremendous experience in all CAEP implementation processes. We engage collaboratively with educational partners to create powerful Annual and Three-Year Plans that pursue effective strategies to achieve SMART goals for student performance. We assist with budgeting to help consortia and members optimize resources for best outcomes. We guide with quarterly data and expenditure reports, program area reporting, and all other required reporting.
Consultants also provide quality governance documents creating consortium Bylaws, Board agendas, minutes, and other reports to comply with CAEP assurances and certifications and California Ed Code.
WIOA Title I
WIOA Title I training funds for Career Technical Education (CTE) programs could play a pivotal role in expanding your school’s program year funding. However, most CAEP consortia and members do not fully leverage these resources. Additionally, California Ed Code 84906 requires CAEP consortia to partner with regional workforce development agencies in the Three-Year Plan process, but many consortia do strongly engage with these partners.
The Best Alternative can help you navigate the very complicated processes to procure America’s Job Centers of California (AJCC) Title I training funds so students are able to complete CTE programs at no cost to them. We help schools access Title I fees to grow school revenue, strengthen your CTE offerings, enhance student career outcomes, and improve overall program sustainability
In doing so, CAEP schools organically improve relationships with Workforce Development Boards and employers ensuring that consortia meet and exceed compliance with 84906.
WIOA Title II
The Workforce Innovation and Opportunity Act (WIOA) Title II: Adult Education and Family Literacy Act (AEFLA) provides vital funding for California adult education programs. The Best Alternative consultants have a proven track record of helping numerous schools navigate the Request for Application (RFA) process and secure WIOA Title II funding.
Once awarded Title II funds, schools have to meet complex Title II compliance requirements. We offer ongoing support to help schools comply with Title II and complete all required reports and deliverables: Budget and Claim Reports, Data Integrity Reports (DIR), Employment and Earnings Surveys, COAPP Final Selections, Course Approvals, WIOA, Title II: AEFLA Program Implementation Surveys, and Continuous Improvement Plans, among others.
Ultimately these efforts empower you school to increase payment points and Title II funding.

Twenty-five years ago, adult education schools relied on catalogs and door hangers to reach potential learners. Today, Best Alternative consultants and partners helps you connect with students where they spend most of their time: on social media.
Whether it’s for English literacy, diploma and equivalency, career technical education, workforce reentry, or parent success CAEP programs, we tailor marketing strategies to meet your audience where they are. Our consultants help you build effective, data-driven campaigns that attract the right students, ensuring your programs are accessible and engaging for the adult learners who need them most.
Data Management
Both CAEP and WIOA Title II impose complex state and federal data reporting requirements, which can be challenging for many schools to navigate. The Best Alternative helps schools meet and exceed these reporting standards by ensuring accurate and timely submissions of TOPSpro Enterprise (TE) reports.
Beyond mere compliance, our consultants assist schools in leveraging data to drive meaningful efforts of continuous improvement, identifying areas for growth, and maximizing student outcomes. With our support, your school can confidently meet reporting deadlines while enhancing your school’s performance.
